發展具有中國特色的公共關系學，是中國公共關系實踐和理論研究過程中提出來的新課題。要回答這個課題，就必須深入研究中國的國情，研究中國公共關系實踐暴露出來的特殊問題，分析中國公共關系實踐的'環境和條件，努力總結經驗，概括規律，再指導實踐。
研究“國情”，是發展有中國特色的公共關系學的先決前提。這里僅就公共關系成長所需的條件角度去分析“國情”。從文化心態來看，一般認為，中國傳統文化的基本精神包括了正道直行，貴和持中、民為幫本，平均平等及重情輕理等諸多方面，分析這些傳統文化精神，可以看出中國文化對公共在中國傳播或正或負的種種影響。再從經濟方式上看，迄今為止的中國經濟仍未達到充分的市場經濟水平，而是計劃經濟，自然經濟與市場經濟相混雜的結合體，最后一方面，則是在世界經濟的沖擊下，在開放浪潮中所涌現出來的市場經濟。它在中國大陸的發展既不充分，也不平衡。這是造成我國公共關系事業發展先后快慢不一的主要原因。最后從管理體制上看，黨政不分，政企不分仍是中國管理體制的一大弊端，尤其突出的是，我國現有的輿論一統，媒介壟斷，極少民辦報刊，其結果必然是媒介缺乏相對的獨立性，傳播體制僵化，溝通渠道單一，民意和輿論的社會作用不強。這將大大影響公關的社會效果。
盡管公共關系學在我國起步較晚，盡管我國的政治民主化，經濟市場化與社會信息化等方面還有相當多不完善，不發達之處，但隨著我國社會主義市場經濟的興起，體制改革的深入，政治民主化的發展及現代化建設的進程，中國公共關系的蓬勃發展是不可避免并不可阻擋的，公共關系中國化有著令人鼓舞的輝煌前景的。
